choke control unit...

got my new carb (ta james) and i've been looking at it/the haynes manual, and its got something attatched to it called a 'choke control unit' - yet its not clear what this actually does - it 'could' be moved by the choke, but it looks like theres too much (delibrate) play for this to happen. any ideas?
