Warm Air Intake thingy!

Hi Chaps,
when I start my 360 glt (b200e), it starts easy enough, but for the first few minutes idles a bit erratically and if I press the throttle it almost stalls or stutters, when its warmed a little no problems!
Anyway, looking at the warm air intake thing that receives the warm air from the manifold, there is a small indicator screw on the back of it which can point to cold or hot, on my car it points to hot all the time, can anyone tell me how this works and if it should point to cold when the engine is cold!
