The black shaft appears to be the steering vibration damper which was fitted to B19 and late B14 models. This doesn't contain fluid though, so maybe you've broke the housing around your pinion.

Definately Non_PAS. I just presumed all non-pas racks were like the one I have, which is different to that

that's a standard non PAS rack and the the thing youre pointing out doesn't contain oil or whatsoever. the rack itself only contains thick grease.
