It can be either air leak between intake valve and throttle butterfly, which means manifold, carb base, hoses and such places.

Or it can be idle passage in carb has been blocked, idle solenoid valve could cause it or some dirt that has blocked passage, some rare cases have been where idle mixture screw has disappeared.

Well, some of those above are Solex Cisac specific but I guess same procedures are needed to find out what is reason behind it.

You have already done a lot to find out problem, but I would start by hunting that air leak at first, also check if air can pass trough idle passage/channel (what you call it?) in carb, if those are ok, then I feel it starts to be really mysterious problem, does it run fine otherwise, pulls well? Fuel filter and fuel pump could in theory cause bit of such problems, but personally I don't believe those be a problem.

Oh yes, I believe you have set base settings to carb already?

Have you checked green books already?

There should be base settings for carb and some additional information that might or might not be useful for you.

Sounds like a vacuum leak to me, look at the bit of silver/black "spaceman" tubing between the air intake and the exhaust mani as well. The sticky on "1.4's running rough" will also be useful for you.
