I have been caught out for penalty point offences twice. The first in 1996 for doing 46mph entering a 30mph limit - traffic plod with hairdryer. Sent in licence and fine near the end of the 28 days I had available. Heard nowt, didn't go chasing it, then 4½ months later had letter had a letter from the Procurator Fiscal from the old area (area was undergoing a boundary change, and my licence and fine went the Clerk of the Court in the new local authority. Had another 28 days with the same offer (back then 40 quid/3 points). On the 28th day I phoned them up enquiring about it, and they said they had a lot of problems and could I send it in. Aye right! Sat it out for another two weeks and heard nothing. Bingo! I had asked a solicitor about it and he said the limit of statute was 6 months in this case. YMMV as I haven't got much of clue about English law.
Second time was a FPN for an underinflated rear tyre, following advice from a solicitor who was doing an insurance claim for me, he outlined worst/best scenarios, etc. Sent off for a court hearing and heard nothing back. Eventually my licence arrived back in the post in a windowed envelope with only the fixed penalty number pencilled across the front - no covering letter. Obviously they decided to drop it. 2-0 to me.
Don't ever lie. But do take avantage of any technicalities available to you.
