It just happened to be in related videos of one racing clip when I did try to find some incar circuit racing videos, I found it so random that had to post it here 
I believe it is mod to some sort of popular RPG, I'm not too familiar with those really as only good one has been Plane Shift, rest of them seem to be for teens that just hack&slash without any brain activity.
