Fuel pump problems on startup?

Hey guys,
I'm having a problem with my B14 340. The car will not for the life of me start first time. Regardless of choke settings or throttle position.
After a few tries, it starts and run perfectly though.
The other potential symptom is when I turn the engine off: there is a definate amount of run, but for no more than a second.
At first I thought it was my fuel pump, because when I started the car, there was no fuel visible in the filter: the carb was getting nothing. Is this normal? Is the pump supposed to pump fuel immediately?
I've replaced the fuel lines in the engine bay, and check over the pump the best I could: it's a sealed unit. It looked fine, but is definately not the originally fitted one.
Do any of you guys have any suggestions?
