1988 340 1.4 carb problems please help !!

1988 volvo 1.4 has erratic idle wants to cut out will run on choke, the car runs perfect when driven but the idle changes and when you rev the car it wil stay at what you rev it at for few seconds then drop, like its running on ?

Its a weber 32 dir

Doesent appear to be any air leaks but i think the car has been mucked about with so need the standard settings for carb air/fuel mixture ect if someone can point me in the right direction or give me a hand.
