The spedo is mechanical so is not wiring. First thing to do is check the cable. It is fitted in the back of teh pasenger side wheel and goes into the back of the spedo head.
Make sure it is pushed into teh back of the hub properly

Hello, it will be the mechanical cable that goes from the front wheel hub to the back of the speedo. It breaks with age. You can get replacements on eBay or locally and its not too bad a job to replace it yourself although I had trouble getting it to go through the wheel hub with one car and reconnecting it to the back of the speedo is a pain. Hope this helps.

The Foggy guide (from memory) relates to fixing the mileometer stopping, not the whole speedo I think MJ. Usual cause for a speedo stopping is either the bayonet on the back of the gauge itself cracked (it has a largish spring which fights its way out after 20 years) can be cured with superglue if you are careful. Otherwise its the other end on the cable generally, come out of the hub (front passenger on a RHD car).
Never seen a 300 cable snap.. but I'm guessing that is also possible. If you have to get a new cable, Volvo still did them 12ish months ago. However, they changed the drive thingy in the front hub, so make sure you get one of those too (whole thing cost about £20 from memory). To get to the back of the speedo (the cable in the hub is quite obvious from memory) pull the 4 clips from the carpet above the pedals, drop the carpet, and you'll be able to reach up and feel the cable. If you've never done it before, I'd recommend undoing the 2 screws where the clear perspex meets the main dash plastic (at the top of the gauge pod) and removing the metal bar. This will then allow you to tilt the gauge pod forward, and actually see what you are doing, and whether the bayonet is still in one piece!

Also note that the VDO and smiths gauges have different cables. I have a spare smiths one if thats what you have.

My favourite technique. Lots of brute force and ignorance
Its only pushed into the hub in a rubber grommet, but they tend to get a bit sticky so need a fair bit of pulling to get out. Its probably broken anyway so never mind if you damage it getting it out. Put a smear of soapy water around the new one when you come to refit it.
