Did 1.7 have filter also in fuel tank like 360 has?
My guess is that as problems did start after running out of fuel, there is some dirt in that filter or then in fuel pipe.
One possible fix could be that you run compressed air to fuel pipe from engine bay so that if there is something that clogs pipe, it would come out.
Another place is fuel tank ventilation, it can cause some weird effects, but I fail to see how that would get clogged, anyway test for that is to drive car with fuel tank cap open.
Of course if inline filter has passed some dirt to carb that can be problem, carb has also filter, it is in fuel hose connector, you need to unscrew that and filter is right there, just be careful and install it correct way back, there should not be resistance when screwing connector back in, if there is filter is installed wrong way (talking from experience here

).
It is those if problems started after running out of petrol, but better check also those what Chris_C tells as it is quite common fault too, just be careful not to overtighten bolts, carb is made from very soft alloy of some sort and if you tighten bolts so that they will hold for sure, it is warping base of carb, tightening torque for those was something ridiculously low, so use only fingers, not wrist
